“Good English”

Not sure which appearance by Pres. Obama today, November 18th, on Fox (glad he finally appeared) but once he again exhibited a strange grammatical quirk that I’ve noticed before and not heard mentioned nor commented upon by anyone.
He uses “a” before all words, whether they begin with a vowel or a consonant.
Today he said : ” … a active shareholder… ” and ” … a indication …”.
That grates on my ears every time, but has apparently not been considered worth a mention by anyone I’ve been aware of.
Is there a mental idiosyncrasy associated with this quirk?
Is it perhaps a quirk among those who learned English after they originally learned to talk some other language?
